County learns lesson in 'No Child' expectations

Joe Burgess has seen it coming for a while.

Before taking over as superintendent for Genoa-Kingston School District 424 in 2010, Burgess was superintendent for Tuscola School District 301, where North Ward Elementary School won a National Blue Ribbon for academic excellence – a sign the school was thriving and meeting academic benchmarks set by the federal No Child Left Behind law.

“I said right then in just a few years, this Blue Ribbon [school] won’t meet the criteria,” Burgess said.

Under NCLB, schools are required to increase what’s called Adequate Yearly Progress, or AYP, each year. NCLB requires 100 percent of students be proficient in reading and math by the 2013-2014 academic year. AYP is measured by a school or district’s annual performance in math and reading on standardized tests. Each state’s benchmarks and what is tested are different.

For 2011, only 19 of 47 public schools attended by De-Kalb County students made AYP. Last year, 31 of those schools made AYP.
